Monday’s Federal Register carries three Commerce Department trade-remedy notices, all applicable Oct. 19, 2026. One closes the 2024 antidumping review of Canadian softwood lumber. One finds that Chinese truck bed covers are subsidized, at rates running from 11.60% to 142.11%. The third delays a dumping decision on Chinese graphite electrodes until Feb. 12, 2027.
They sit at different stages of the same machine. The lumber notice is the routine maintenance of an order in force since January 2018. The truck bed cover finding is a near-final step that still needs a second agency’s vote. The graphite notice buys time. Each one changes what importers deposit, or for how long.
1. Canadian lumber: the 2024 review closes
The final results (FR Doc. 2026-21296, case A-122-857, 91 FR 66087) cover entries from Jan. 1 through Dec. 31, 2024. Commerce’s conclusion is short: producers and exporters under review “sold subject merchandise at less than normal value” during the period. The preliminary results appeared April 14, 2026, at 91 FR 19099.
The review examined three mandatory respondents in depth: Canfor, Resolute and West Fraser, each treated as a single entity across its affiliated mills. Another 220 non-selected producers and exporters receive a rate without individual examination. The final weighted-average margins appear in the notice’s “Final Results of Review” section, and the detailed reasoning is in the Issues and Decision Memorandum adopted with it.
The list also got shorter. The preliminary results named 328 respondents; the final results rescind the review for 105 of them. Ninety-three came off because review requests were withdrawn within 90 days of initiation, under 19 CFR 351.213(d)(1). Twelve came off because they had no suspended entries to liquidate, under 351.213(d)(3). As the notice explains, a review exists to set the rate at which suspended entries are liquidated, so with no entry there is nothing to review.
Canada already faces 50% Section 338 duties and import bans, and USTR’s comment window for the 2027 USMCA review runs to Jan. 12, as gov.house reported Oct. 14. Antidumping orders are a separate legal track from those duties, set out on gov.house’s map of active tariff authorities. The more likely reading is that the lumber order stays a fixed line item in any Canada talks rather than a bargaining chip Commerce can trade away through a review.
2. Truck bed covers: subsidy rates set, injury vote pending
Commerce’s final affirmative countervailing duty determination (FR Doc. 2026-21295, case C-570-224) covers calendar 2025. It follows a preliminary determination published July 31, 2026, at 91 FR 48367. Commerce verified the two mandatory respondents on site in September and changed their rates, the all-others rate and the adverse-facts rate after the preliminary stage.
| Company | Final subsidy rate (ad valorem) |
|---|---|
| Changzhou Sunwood International Trading Co., Ltd. | 77.17% |
| Hangzhou Golden Sun Auto Parts Co., Ltd. | 11.60% |
| Six companies that did not answer the quantity and value questionnaire | 142.11% (adverse facts available) |
| All others | 43.43% |
The six companies at 142.11% are Century Distribution Systems (Shenzhen), Foshan Baitai Auto Accessories, Shenzhen Haishang Wanyun Supply Chain Management, Shenzhen Longhua Supply Chain, Shenzhen Maichuang International and Shenzhen Qianhai Yahee E-Commerce. The all-others rate of 43.43% is the weighted average of the Sunwood and Golden Sun rates. Several of the disputed issues concerned benchmarks for aluminum extrusions, polypropylene and sheet molding compound, the raw materials of the product.
The scope covers folding, roll-up, one-piece and retractable covers between 45 and 75 inches wide and 55 and 100 inches long, under HTSUS 8708.29.5160. Truck caps and camper shells are excluded, as are goods already covered by the 2011 aluminum extrusions orders. Scope comments are due after this final determination, so the scope language is unchanged for now. The preliminary scope memo is captioned for both the countervailing duty and the less-than-fair-value investigations of the product.
Commerce has set the rates. Whether anyone ever pays them is up to the ITC.
Cash deposits have been collected on entries since July 31. The notice spells out what happens next:
If the ITC determines that material injury or threat of material injury does not exist, this proceeding will be terminated and all cash deposits will be refunded.

An affirmative ITC vote would instead produce a countervailing duty order at the rates above, reaching back to entries made on or after July 31.
3. Graphite electrodes: a February decision
The third notice (FR Doc. 2026-21294, case A-570-220) concerns the dumping investigation of large diameter graphite electrodes from China, initiated March 20, 2026, alongside a case on India. Commerce’s preliminary determination, published Sept. 30 at 91 FR 61828, was affirmative and also found critical circumstances.
On Oct. 6, Jiangsu Jianglong New Energy Technology Co., the sole participating mandatory respondent, asked for the maximum delay. Section 735(a)(2) of the Tariff Act allows a final determination up to 135 days after the preliminary one when exporters accounting for a significant share of exports ask. Commerce found no compelling reason to refuse. Under 19 CFR 351.210(e)(2), such a request must come paired with an extension of provisional measures from four months to no more than six, so that extension follows too.

- Feb. 12, 2027: Commerce’s deadline for the final dumping determination on Chinese graphite electrodes.
